I can build (with upgraded build card) buildings totaling 3, then with engineer I should be able to duplicate one of the buildings I built. I want to built 2 kiosks and two 1-tile total. No matter the order I do 2 kiosk + one 1-tile OR 1 kiosk + two 1-tile, it only gives me the engineer option of building a pavillion at the end.

If I build a pavillion first, then a 1-tile then a kiosk, the engineer lets me pick between all 3. If I do a 2-tile and a kiosk, or a 2-tile and a 1-tile, it lets me choose to build either of those at the end.

I would expect with 2 kiosk, one 1-tile I should have had engineer option to build another kiosk or another 1-tile, not the pavillion.
