According to the rulebook "In addition to your movements, and anytime during the Action phase, you may use as many Ability tiles as you wish by discarding them to apply their effect." Both "movements" and "use abilities" are part of the Action phase. However the game would not let me use abilities until after I had moved all my movements.

Once I completed my movement, then it would let me use those action tiles.
