Every single time I try to upload an avatar image I get this error: "Error while updating your avatar image: Error during image resampling"

I scaled the image down to 184x184 in size. And I've tried a host of export options to see if how I'm exporting it from GIMP is affecting the outcome. The error is always the same. I've tried to upload as file type gif, jpg, and png. I even created a blank image in mspaint and exported it as a png and I still get the same error. I've tried to upload the image in both firefox and chrome. I even updated chrome and still same error.
