It says the action space can be used to change 1 population into a level-1 ship, or 2 ore can be spent to change 1 population into a level-2 ship, or 2 ore can be spent to change 1 population into a level-3 ship. Since there's no benefit to having a level-2 rather than level-3 ship, I have to believe the middle option should be to spend *1* ore to change 1 population into a level-2 ship.
