I played to move the industry maker. It started off at the 15 star position, and I moved it 2 spaces. The first space was an factory on the back side of the 3 engine, which allows the user to chose an existing used space with one worker to play again. Irrelevant of what token I choose, once I had completed that part, I then get to choose which action to repeat. I chose to repeat the "move industry token" again, and the interface allowed this move when it should not.
