I didn't actually want to try it, and don't know the game well enough yet to recognize why someone would want to Trade before the main action.
Probably to get extra recruits needed to acquire a specific card or destination?
Or maybe in end game to gain extra victory points to trigger end game?

Anyway, the rules explicitly state that it should be possible.
